For Steam, you'll notice the icon for 'Steam.exe' is actually called Steam Client Bootstrapper which then launches the content in a new window. Scroll down (since this page doesnt have a search option) all the way to '.URL - Internet Shortcut' and change it from 'Choose a default' to 'Internet Browser'. This fixed it for me: Go to Settings and search for 'Choose default applications by file type'. Pinning a shortcut to what is basically a launcher application opens the new window and shows the second icon, so now you have two icons on the taskbar instead of making the one icon active. Turns out, the Windows update managed to break the file association for. The duplicate icon appears to actually be a long-time Windows problem using the Taskbar (since Win 7 & 8).
